Pharmacy Contract Review & Audit
We test PBM contract terms such as pricing, rebates, guarantees, and specialty arrangements against actual claim experience to find leakage, recover value, and make vendors accountable.
Benefits · Risk · Management Consulting
A health plan can do more than finance disease and injury. With better primary care, pharmacy strategy, plan design, and data, employers can improve outcomes, help reverse chronic disease, and lower long-term costs.
Better health is not an extra benefit.
It is a financial strategy.
01 / Our approach
Complex organizations do not need another report that restates the problem. RCB follows contracts, incentives, claims, and operating data to whatever is suppressing performance, then helps implement the fix and holds it accountable.
Independence. Evidence. Implementation. Accountability.
02 / Expertise
We test PBM contract terms such as pricing, rebates, guarantees, and specialty arrangements against actual claim experience to find leakage, recover value, and make vendors accountable.
Plan design, procurement, financing, and vendor oversight connected through one coherent long-term strategy.
Accessible primary care, pharmacy strategy, and integrated data designed to improve health and control long-term cost.
Management frameworks that replace anecdote with measurable priorities, regular review, and accountable follow-through.
Plan design, compliance, and vendor relationships informed by fiduciary discipline and practical administration.
03 / The RCB difference
Results, not another report.
RCB turns complex health plans, pharmacy arrangements, and operating systems into stronger performance. We recover hidden value, enforce vendor accountability, and create better paths forward.
04 / Selected work
Pharmacy diligence
RCB’s examination of pharmacy-plan experience helped identify extraordinary costs and vendor issues surrounding H.P. Acthar Gel. The work illustrates what rigorous contract knowledge, claim-level diligence, and a willingness to keep asking questions can uncover.
The matter later became part of national reporting and litigation involving the drug’s manufacturer and other parties.

RCB audited PBM arrangements and contract pricing performance for a regional employer health coalition made up of more than 25 Rockford-area employer plans. The audits recovered more than one million dollars owed to these employers and exposed a systemic overcharge assessed on every prescription, unknown to the employers paying it.
Once exposed, the overcharge was returned to the coalition’s members.
GLP-1 strategy
GLP-1 medications are reshaping pharmacy spend faster than any drug class in recent memory. RCB created and implemented a GLP-1 program that was the first of its kind: designed to reduce overall cost, reduce the cost of side effects, and improve the long-term success of the patients who take them.
05 / Enterprise risk management
RCB helps employers and public institutions adopt an ISO-based enterprise risk management framework, then run it with the operating rhythm of a stat system.
For the City of Rockford, RCB designed and implemented a citywide performance-stat system built on that framework and the four tenets of CitiStat.
06 / The RCB principle
Independent by design.
Rigorous by habit.
Accountable for outcomes that can be measured.
RCB is independently owned, not by private equity, not by a national brokerage chain, so our only allegiance is to you, our client. In fact, RCB was the first insurance consulting and brokerage house in northern Illinois to work fee-only and project-based. We remain data-driven, thorough, and relentless in how we serve.
07 / Our founder
RCB was founded in 1987 by R. Casey Brauns to bring rigorous, ethical consulting and brokerage to mid-market employers across the Midwest.
He built the firm on three cornerstones: excellence, ethics, and education. They still govern every engagement we take on.
